Daniel Francisco – A Law Enforcement Hero

Daniel was an immensely loving son, brother, fiance and friend to all those he encountered. A hard worker and passionate community servant, Daniel realized his dream of becoming a police officer with North Kansas City Police Department and left behind many family members, friends and Law Enforcement Family across Kansas.

Early Life and Education

Daniel Francisco was an enthusiastic Law Enforcement Officer who loved serving his community. Initially he held security jobs with Wyandotte County Kansas and Jackson County Missouri before joining Kansas City MOPD Police Department as a Law Enforcement Officer.

He was an avid theater lover, participating in multiple plays during high school. Additionally, he enjoyed hunting and spending time in nature.

Daniel Francisco enjoyed working out and was often smiling. He was an excellent family man who was loved by all who knew him. Daniel Francisco was also an immensely talented musician with a deep-seated passion for blues music; performing regularly at local blues clubs he even backed music legends such as Albert King and B.B. King while making great musical memories as both singer and instrumentalist.

Professional Career

Daniel has been employed at EBCLC as a staff attorney since 2015, where they serve as founding supervising attorney of the Name and Gender Change Workshop. Through medical-legal partnerships with Highland Hospital, UCSF Benioff Children’s Hospital Oakland and local HIV/AIDS medical providers they assist individuals obtain court-ordered name or gender changes.

Daniel is also a professional coach who assists individuals to explore expanded potential in themselves and their lives. This work has been explored from multiple angles: father, executive, successful entrepreneur, actor, healing practitioner and Zen hospice worker.

Daniel began his law enforcement career at the North Kansas City Police Department, serving the community until his retirement in July 2022. Daniel leaves behind his family including fiance Katie Filger and two young daughters.

Achievement and Honors

Daniel was one of the happiest toddlers around, enjoying watching cartoons such as Dinosaur King and Octonauts. Daniel was particularly fond of playing with Ivan; he never let go of him! Daniel would cling onto him closely, never wanting him out of sight.

He dedicated his life to serving others, beginning as a security worker before following his dream and joining the North Kansas City Police Department as an Officer. Dedicated to his community and leaving his mark upon it all.

The Daniel Cubicciotti Student Award recognizes graduate and advanced undergraduate students from Northern California institutions of higher education engaged in thesis research focused on electrochemistry applications relating to metal metallurgy, materials science or chemical engineering fields. Recipient(s) will be in good academic standing.

Personal Life

Daniel Francisco is an outstanding tennis player. In an impressive career spanning several years and appearing several times among the world’s top 100 rankings, Daniel Francisco has won multiple tournaments and shown tremendous promise for future success.

He has been very involved in community service and supporting local sports teams. Additionally, he is an integral member of Young Life ministry in San Francisco.

Losing three family members was an unimaginable tragedy for Temple University student Justin, an active member of Lambda Theta Phi fraternity and talented tennis player, having made it through to the third round of Chile Open tournament. Additionally, Justin was almost finished earning his bachelor of general studies degree.

He has won ITF Futures events in Spain and Portugal, reaching the semifinals before reaching his first Challenger final – only to lose out to Bradley Klahn! Additionally, his appearance at the US Open brought in significant financial benefits.

Personal Life of Arleen Bruins-Watkins In his personal life, Arleen and Thomas are happily married and share numerous pictures on social media together. Additionally, they have one son together, also an accomplished tennis player; together, they frequently travel abroad on vacation.
