David Partsch, CIO of the Commonwealth

David Partsch is the inaugural Chief Data Officer for the Commonwealth. In this role, he is accountable for setting and executing data priorities, strategic plans, direct data investments, procurements and policies to advance Commonwealth goals.

Partsch brings over 25 years of IT experience to his position at InXite Health Systems as CIO, and at West Virginia Health Information Network as CIO/CISO.

Professional Career

David Partsch brings extensive expertise in IT governance and system integration. He has served as both CIO and CSO at multiple organizations, such as Geisinger Health System and West Virginia Health Information Network; prior to this appointment he served both roles at InXite Health Systems (a healthcare technology company). David is a member of several professional associations such as College of Healthcare Information Management Executives, American College of Health Information Executives and Association for Records Management Administrators as well as being appointed the Commonwealth’s first Chief Data Officer with his primary goal being keeping an effective calendar and keeping this commitment.

Achievement and Honors

Partsch has earned himself an esteemed place on Nebraska’s circuit courts thanks to his reputation as an approachable yet highly effective public servant. Most notable is his exceptional work as the Otoe County District Court spokesman; however, his courtroom skills extend far beyond this role. Partsch is widely recognized for his tenacity when navigating treacherous waters of law – not only due to judicial duties but also family law issues and civil litigation matters that need resolution as well as foster fair treatment of all players involved in litigation matters.

Personal Life

Partsch was raised in Johnstown, Pennsylvania as the son of Albert George and Mary Magdalene (Springer) Partsch. He is survived by his sister Anita (Partsch) Marguccio; children Jason Partsch, Amanda Hollis and Jessica Fleck who reside both in Johnstown as well as Pittsburgh respectively; nieces, nephews, grandchildren Lily Isabella Elliot & grandchild to come; godmother; as well as many friends.

Over 20 years in IT experience include stints as chief information and security officer of healthcare technology company InXite Health Systems; West Virginia Health Information Network where he oversaw all aspects of IT for state-wide clinical health information exchange; Geisinger Health System and West Virginia State Police (WestVIRGINIA HIN); as well as Geisinger Health System where his career began in 1995.

David Partsch is an IT executive with over two decades of experience. Currently he serves as Chief Data Officer for the Commonwealth of Pennsylvania, overseeing IT and security. Prior to that he held similar roles at InXite Health Systems a healthcare technology provider.

Partsch serves on multiple boards of organizations, such as the American College of Healthcare Executives and Health Information Management Systems Society. He’s also on the boards for CHI Health St. Mary’s board of directors and Rotary Club of Nebraska City – as well as being active with community groups like Arbor Day Committee and Greater Nebraska Science and Engineering Fair Board. Partsch currently lives with his wife Amy in Nebraska City in Otoe County.
